Play it first Just a hint, please

This Medium case seats 20 suspects on a 4×5 grid. 16 of them carry a clue; the other 4 only have something to say about themselves. 3 of the steps can only be proven by reading two or more clues together. The order below is one valid route; any order where each verdict is proven when you enter it reaches the same answer.

What happened

The lottery was honest; the list it produced was not. Juno and Tess, the interns who typed in the results, swapped eleven genuine winners for names from a waiting list of buyers. Lionel and Olive, two private patients with many wealthy friends, sold those places at £50,000 each over dinners in their suites; Sadie, at reception, booked the buyers in under the real winners' appointment slots; and Frank, Nora and Ruby, on security, politely escorted the true winners off the premises when they arrived asking why nobody had called. One of them, a retired headmistress, went straight to the newspapers.
