Play it first Just a hint, please

This Medium case seats 20 suspects on a 4×5 grid. 15 of them carry a clue; the other 5 only have something to say about themselves. 2 of the steps can only be proven by reading two or more clues together. The order below is one valid route; any order where each verdict is proven when you enter it reaches the same answer.

What happened

Lionel's boarding passes were real; his seats were empty. Joan and Theo, two air-traffic controllers, logged his flights as full; Greta and Suki, the pilots, added his name to their manifests whenever they flew; and Bruno, a customs officer, swiped him through a staff gate that recorded every 'departure'. Olive, a first-class regular, sold the free flights to her friends at half price; Amir, a smuggler with a talent for printing, made the matching luggage tags; and Mila filmed a travel vlog of 'Lionel's year in the sky' using stock footage. Lionel spent the year at home, gardening.
